You can use the Produce Range feature to produce just a few seconds of the clip rather than the entire video, and that would be much faster to test and post the results. It would be very helpful to see what the video looks like if when you Produce. It is an extra step, and maybe your AMD card gives you good results with Create Disc. I know you prefer use Create Disc rather than to use Produce, but I believe your discs would be higher quality if you produced the video to 60p and then created a disc from that video.

The 60p clip is actually 60p, and that is why there's no flicker. Both flicker very much when I play them in VLC, so something is very wrong for PD with HW enabled. The flickering problem is still present on the "60i" clip because it is actually made at 30i, just like the one from your 970.
